Role: Apprentice Regulatory Compliance Officer (Housing)
Location: Chorley 
Contract: Full time (36.25 hours per week) / Fixed Term Contract (24 months)

Chorley Council is offering an exciting opportunity to start your career through a fully funded Level 4 Regulatory Compliance Officer (Housing) Apprenticeship.

This is a hands-on role within our friendly Environmental Health Team, where you’ll gain real professional experience while working towards a nationally recognised qualification  The apprenticeship provides a structured programme of training in regulatory compliance, housing law, inspections, and public protection.

What you’ll be getting up to:

As an apprentice, you’ll work alongside experienced officers to help ensure homes across the borough are safe, well‑managed and compliant with legislation. You will:

  • Support housing inspections, audits and safety checks.
  • Help gather evidence, photographs and documentation for investigations.
  • Assist in reviewing housing conditions such as damp, mould and hazards.
  • Contribute to enforcement processes, drafting letters, notices and reports.
  • Communicate with tenants, landlords and partner agencies.
  • Maintain accurate records and case files.
  • Support wider Environmental Health projects and corporate initiatives.
  • Complete all apprenticeship learning, workshops and assessments


You’ll gain exposure to the full range of Environmental Health work, building valuable skills in regulation, problem‑solving, customer service and public protection.

Who we’re looking for:
 
You don’t need previous experience in housing or regulation — just the right attitude and willingness to learn.

Essential:

  • GCSE English & Maths (or willingness to achieve)
  • Good organisational and communication skills
  • Ability to work as part of a team
  • Interest in housing, public protection or regulatory work
  • Commitment to completing the apprenticeship
  • Basic IT skills (Word, Outlook, Excel)

Desirable:

  • Experience working with the public
  • Awareness of housing issues (damp, mould, property conditions)
Other requirements:
  • This role requires some travel around our boroughs. You should have a valid driving licence or the equivalent mobility. 
  • Successful applicants will be subject to a DBS check (applied and paid for by the Council).
